Missanabie Cree First Nation, a vibrant Indigenous community, has faced challenges from natural disasters for generations. In response, they partnered with Troon to create the Emergency Control and Command (ECC). With a web app for administration and a mobile app for volunteers, ECC is a modern lifeline that enhances the whole community’s emergency preparedness and response capabilities, empowering the Missanabie Cree to better protect their lives, homes, and cultural heritage.

The Challenge.
The Missanabie Cree First Nation’s traditional territory, nestled in the remote landscapes of northern Ontario, is prone to natural disasters like wildfires and floods, which require swift and coordinated action. Their existing volunteer onboarding and communication system was inefficient and manual. A single administrator struggled to manage hundreds of volunteers, track assignments, and coordinate during crises using outdated methods. They needed a new system that could improve response time, coordinate teams, and protect every part of their community. Additionally, this tool needed to work in remote locations with inconsistent cell service, but simply had to work consistently.
Our Strategy.
The ECC app is a dual-platform, user-friendly solution built with a deep understanding of the Missanabie Cree’s unique challenges. Troon’s experts began with an in-depth discovery phase in collaboration with community leaders to identify every critical step in emergency response through user stories and data collection. This laid the foundation for a platform with a highly intuitive UX and proven, effective results in the face of crises.
Working in focused sprints, the team partnered closely with the community to tackle every aspect of an emergency response—from event management to onboarding to volunteer verification. With seamless communication at the core, we put users first in every step of the app’s development.
With Starlink connectivity, the entire system is optimized for remote locations, ensuring uninterrupted communication and efficient management, no matter how isolated the disaster area may be.
